Montenegro's independence is now recognized by a growing number of countries. The very first amateur radio activity from this new DXCC entity will be managed by an International DXpedition Team, and is planned to take part very quickly after approval of the DXCC status. NEW RULE OF THE DXCC - The ARRL DXCC has announced that June 15 of 2006 to the 0001 UTC this modification goes into effect. To create a new country it is required that the island has a permanent population and that it is administered by a local government and it is located at 350 (before it was to 800 kms) kilometers of its origin and it will have own sovereignty and to be registered before United Nations, as a territory with own rulers. More information in the page web of ARRL: www.arrl.org  (TNX XE2K).

EXPERT IN THE YAESU FT102 - In the page web of ARRL you can see an article written by Malcom NC4L, the 10 more important recommendations so that he takes care of their radio Yaeso FT102. This is a summary of recommendations, after Malcon has repaired more than 600 of these radii in the last radios. Is the page http://www.arrl.org/news/features/2006/06/08/1/?nc=1

THE LAUNCHING OF THE CUBE-SAT - In the page web of ARRL an interesting article is published on the launching of the CubeSat June 28, from the Cosmódromo of Kazakhstan. This contains 13 satellites for radioamateurs and that it was built by students of several universities of United States and of several countries. One of the satellites is "Seeds" and it was built by students of the University of Nihon, Japan and it contains a beacon of CW, a Digi-Talker and other experiments. The Beacon in CW will be in 437.485 mhz and it will use the callsign JQ1YGU. The Digi-Talker will be activated later. All the 13 mini satellites of the CubeSats will have interested radio identification. Twelve of the satellites have the downlinks in the segment of radioaficionados of 435 and 438 mhz and one will operate in 145.980 mhz. None will take transponder. Is the maximum power from 10 mW to 2 W. More information in http://www.arrl.org/news/stories/2006/06/08/3/?nc=1

PSK MODE - Myself and a few other amateurs are starting an informal European PSK Club (or more commonly "EPC"). Its purpose is to promote activity and good operating practice on the PSK mode(s) on all amateur bands. Membership is free for any licensed radio amateur. All of our managers serve on a voluntary basis. A high quality and colorful membership certificate in PDF format is sent via email to new members when membership is granted. Each new member is assigned a unique "EPC Number" which is retained for life, regardless of a change of callsign. A EPC number is never re-issued and it is listed in the Membership records forever. All EPC members are eligible to participate in various club's activities and award programmes. Please pass this information to others you think might be interested in joining our club. The following questions are most commonly asked by those interested in the EPC or by new members: What are the benefits in belonging to the European PSK Club? - The EPC is like any other HAM radio organization, a group of HAMs who are interested in promoting PSK mode(s). In order to keep interest up on the PSK mode(s), the idea of collecting "EPC Numbers" has been developing. Personally, each member enjoys the camaraderie of kindred spirits, whether the activity is informal rag chewing or numbers chasing or a more formal EU PSK DX Contest or QSO Party. In an effort to make EU PSK Award Programme more affordable to PSK enthusiasts, we have provided EPC members the opportunity to get both EU PSK Awards as well as EU PSK Badges at a special 30% member discount price. How do I join and where do I get my EPC number? - Any licensed amateur authorized to operate PSK mode(s) can join EPC. There are no special requirements. Just send your information (callsign, name, address and email) to mm0dfv@scotham.net  or P.O. Box 7469, Glasgow, G42 0YD, Scotland, U.K. We will assign you a EPC number and send it to you along with your membership certificate. What do I do with my EPC number now that I have received it? - You can exchange it with other EPC members (on PSK mode(s), of course) and keep a record of their number. We are planning numerous awards for collecting EPC numbers. You can just give your number to others when asked for it. It is strictly up to you as to how involved you want to get in EPC and EU PSK Award Programme. What happens to my EPC number if for some reason I lose interest in EPC? - Once you are issued a EPC number, it is yours for life. If you decide to not participate in EPC and EU PSK Award Programme, your number is still yours. You can still give it to other EPC members and you can still collect numbers yourself. (73! de MM0DFV www.eu.srars.org , Jurij Phunkner, P.O. Box 7469, Glasgow, G42 0YD, Scotland, U.K.).

DON'T THROW AWAY THOSE OLD IRCS! Glenn, K2FF, points out to OPDX readers that the date on the current IRCs that reads "31 Dec 06 is an expiration date which simply means they can't be SOLD to customers AFTER that date. However, they can be redeemed forever. Hams simply need to be armed with the copy of the right pages from the International Mail Manual (IMM). Glenn states, "This is right out of the 2006 edition of the International Mail Manual..." Please note the last sentence in very first paragraph: 372 International Reply Coupons 372.1 Description a. The sender of a letter may prepay a reply by purchasing reply coupons which are sold and exchangeable for postage stamps at post offices in member countries of the Universal Postal Union. The period of exchange of international reply coupons issued by the Universal Postal Union on or after January 1, 1975 is unlimited. Glenn states, "I still redeem the little old IRCs at my post office here on the MS Gulf Coast!".

3Y0X (XR9A and CE0Z) QSL STATUS. Bob, N2OO, has posted the following update on the QSL progress dated June 6th, 2006: "Today, we put another 50 pounds of cards in the mail which were all processed last week and at our Sunday, June 4th, SJDXA team QSL session. We also had sent about 10 pounds since our last report, so this brings us to 285 pounds of 3YØX QSL mail sent to-date. We have now confirmed 27,477 QSO's, or 32% of ALL QSO's made by 3YØX. I estimate that we have now answered approximately 65% of all requests received. About 95% of all 3YØX contributor's cards have been answered. Some reasons why some contributors will not have their cards yet are: * Received recently (approximately last 2 weeks) * Made special request for separate cards per band, mode and/or per QSO (Too time-consuming right now) Card(s) set aside for "not in log" research * Sent multiple calls in same envelope * May have accidentally gotten mixed in with non-contributors (we ARE human) * Postal service mangled the mail (a small handful came back damaged and "to address" unreadable) This week, we will begin to "pre-process" the SWL and non-contributor cards. Another QSL session will be scheduled for June 11th and another mailing should be ready for June 12th. CEØZ update: I understand that the cards have been ordered but they have not arrived here yet. The confirmation pre-process is complete, so once the cards arrive labels will be printed and cards should start to flow 'slowly' as they will be processed by one of our SJDXA QSL team members. When this starts, I will post a new update here. XR9A, XR9A/8, XR9A/MM update: Log pre-processing was recently begun by another of our SJDXA team QSL members. We had been putting these off in order to better concentrate on the 3YØX cards. We do have the XR9 cards from the printer so, once the pre-processing is complete, and we figure out how to process the /mm cards properly, we will start to get these out as well. When this starts, I will post a new update here. PLEASE read the 'QSL PROCESS' below if you haven't done so already. It should answer any other questions you might have regarding our operation. When ALL QSLing is 'current', I will make an announcement on this web site, and there will be a press release made as well. At THAT time, I would welcome ANY and ALL inquiries and pledge to help resolve any lingering QSL issues. PLEASE DO NOT email N2OO at this time! Emails at this time will only slow the process down....." de N2OO and the SJDXA QSL team!

THAILAND (WARC Bands - "Permission Imminent") - Tony Waltham, HS0ZDX, Editor of the Bangkok Post Database, reports that the long-awaited permission to operate on the WARC bands (30, 17 and 12 meter bands) is just around the corner, according to John (Narissara), HS1CHB, who told those present at the June 4th Radio Amateur Society of Thailand (RAST) meeting. The National Telecommunications Commission (NTC) has agreed to issue a temporary permission for those radio amateurs in Thailand who notify them of their desire to be active on these bands which also includes permission to operate on the 80 and 160 meter bands. This temporary permission will be valid until the end of the year. The RAST officials said that the yet-to-be-formed National Broadcasting Commission would need to be in place before any permanent spectrum changes could be made. To qualify for this privilege, which includes permission to operate on the 80 and 160 meter bands, amateur radio operators should send a copy of their station licence, their equipment licence and their operator's licence to Maj Narissara Shaowanasai, HS1CHB, Post Office Box 1, Bangkok, 10900, Thailand. They should also submit logs of their operations on these bands to HS1CHB on a monthly basis as the NTC requires that these be submitted as well.
